Constraints : Weather forecasts are now widely available on TV, radio, newspapers, and the Internet, but those forecasts are usually highly variable and inconsistent for events days in advance.

Surveys are not scheduled based on the single lowest temperature forecast available or the single best forecasted weather conditions. Instead, researchers use a representative forecast that is typical of the range of forecasts available.

Many weather forecasts are available days in advance, but most do not give the projected wind speeds more than days in advance. No water temperature forecasts are available.

The common forecasts do not address many of the factors needed to make the proper decision for example, wind speed and water temperature.

Often cold fronts fail to drop to the south over Florida or will be less severe than forecasted. Most of the year, the animals may be found in fresh or saltwater, preferring calmer rivers, estuaries, bays, and canals around coastal Florida. In the winter, manatees seek warmer waters and often migrate to the discharge areas near power plants and in naturally warm water springs to survive the cold temperatures.

It is illegal to feed, harass, harm, pursue, hunt, shoot, wound, kill, annoy, or molest manatees. The state of Florida has also established regulatory speed zones to protect the manatee and its habitat. This manatee calf is pictured in Florida's King's Bay in At least manatees have died between January 1 and July 2, surpassing the previous record of total manatee deaths in , the Florida Fish and Wildlife Conservation Commission FWC reported this month.

The increase in deaths is extreme. It's more than twice the number of deaths recorded just one year earlier: manatees died in the same period in while a total of died over the course of the entire year , according to the FWC.
